It was part of his American Rescue Plan. Blacks and Minorities in inner cities could get 1.3 million dollars worth of crack pipes and needles to stop spread of disease! This has been happening in democrat/socialist/liberal cities for decades!
The difference now, it is the FIRST time it is endorsed by a sitting U.S. President!
